NASHUA, N.H. —

The city of Nashua is thinking about converting one of its former middle schools into some housing units, but there is an obstacle: the school's auditorium.

Nashua's Elm Street Middle School closed its doors to students in 2024, and redevelopment plans have been in the works for a few years.

Earlier this month, four proposals were presented to the city's Board of Aldermen, and two finalists were later shared with the public. Both plans would turn the site into mixed-income housing units.

Longtime resident George Blais said he likes the neighborhood as it is.

"It's nice to walk your dog and enjoy people," he said. "We have enough apartment buildings around as it is."

Mayor Jim Donchess said the city has considered a number of suggestions, such as turning it into a park, but at Tuesday's Board of Aldermen meeting, he said the overwhelming response from the community was to convert the site into a place where people could live.

But the school's auditorium, the Keefe Auditorium, needs to be fixed up. The mayor said the heating and sprinkler systems, along with the bathrooms, are not up to city code. He said investing in those renovations is non-negotiable.

"If the Keefe is going to be used, if it's going to remain up, those two things need to be done or committed to when we begin the housing project," he said. "I'm not suggesting we vote tonight, but I am suggesting we should give this to the voters, help us make the decision, and just be bound by whatever their thinking is."

Donchess said the cost to renovate the auditorium is $25 million. Nashua Alderman Richard Dowd asked for an estimate of how much it would cost to just tear it down, but that estimate is not yet available.

The Board of Aldermen must now decide which plan to move forward with and whether it should include funding for renovations.

Some residents, like Blais, have already made up their minds.

"It's nice the way it is. I hate to see it being torn down," he said.

Beginning May 5, the federal education department will start involuntary collections through a U.S. Treasury Department's offset program.

NEW HAMPSHIRE — The Department of Education plans to begin collecting federal student loans that are in default, potentially affecting tens of thousands of borrowers in the Granite State.

About 5.3 million borrowers are in default on their federal student loans, the Trump administration’s Education Department said in an announcement on Monday, marking the end of a period of leniency that began during the COVID-19 pandemic.

Federal student loan debt in New Hampshire totals $6.6 billion, or about $34,884 per student, according to Education Department data. Of those borrowers:

“American taxpayers will no longer be forced to serve as collateral for irresponsible student loan policies,” Education Secretary Linda McMahon said in a statement.

McMahon said former President Joe Biden had gone too far when he cancelled loans for more than 5 million borrowers, waiving more than $183.6 billion in student loans through expanded forgiveness programs. Biden’s actions came after the U.S. Supreme Court’s rejection of his signature proposal for broad relief.

“Going forward, the Department of Education, in conjunction with the Department of Treasury, will shepherd the student loan program responsibly and according to the law, which means helping borrowers return to repayment — both for the sake of their own financial health and our nation's economic outlook,” McMahon said.

Beginning May 5, the department will begin involuntary collection through the Treasury Department’s offset program, which withholds government payments — including tax refunds, federal salaries, and other benefits — from people with past-due debts to the government. After a 30-day notice, the department also will begin garnishing wages for borrowers in default.

The decision to send debt to collections drew criticism from advocates, who said borrowers had experienced whiplash and confusion with the changing student loan policies between the Biden and Trump administrations.

“This is cruel, unnecessary, and will further fan the flames of economic chaos for working families across this country,” said Mike Pierce, executive director of the Student Borrower Protection Center.

Already, many borrowers have been bracing for obligations coming due.

First-term President Donald Trump paused federal student loan payments in 2020 as a temporary relief measure for borrowers. Biden extended the pause multiple times through 2023, and a final grace period for loan repayments ended in October 2024. That meant tens of millions of Americans had to start making payments again.

Borrowers who don't make payments for nine months will be in default, which is reported on their credit scores and may be sent to collections.

Along with the borrowers already in default, around another 4 million are 91 to 180 days late on their loan payments. Less than 40 percent of all borrowers are current on their student loans, department officials said.

Layoffs at the Federal Student Aid office in the Education Department have made it harder for students to get their questions answered, even if they want to pay their loans, according to Kristin McGuire, executive director of Young Invincibles, a group focusing on economic security for younger adults.

And questions are swirling about specific income-driven repayment programs after a February court ruling blocked some of the payment plans.

Borrowers in the more lenient Biden-era SAVE Plan were placed in forbearance, which allows borrowers to receive relief from payments while still accruing interest. The Education Department took down applications for income-driven repayment programs in February, which tie a monthly payment to a person's income level, only to bring them back online a month later.

“Things are really difficult to understand right now. Things are changing every day,” McGuire told The Associated Press. “We can't assume that people are in default because they don't want to pay their loans. People are in default because they can't pay their loans, and because they don't know how to pay their loans.”

For borrowers in default, one step to avoid wage garnishment is to get into loan rehabilitation, Betsy Mayotte, president of The Institute for Student Loan Advisors, told The AP.

Borrowers must ask their loan servicer to enroll them in such a program. Typically, servicers ask for proof of income and expenses to calculate a payment amount. Once a borrower has paid on time for nine months in a row, they are taken out of default, Mayotte said. A loan rehabilitation can only be done once.

MANCHESTER, N.H. —

A cybersecurity incident that affected St. Joseph Hospital in Nashua stretched across its parent company's entire organization.

Covenant Health said there have been connectivity issues since the cybersecurity incident.

The organization said the incident was "initiated by an outside group" and detected earlier this week. The company has facilities in several New England states.

"We have engaged best-in-class outside parties to assist us in determining the details of what happened and to restore full system access as soon as possible," Covenant Health said in a statement. "We are working to provide health care services as normal. Patients are encouraged to keep all appointments."

News 9 Investigates learned that St. Joseph Hospital has diverted some ambulances to other hospitals. Patients needing certain scans have been taken to other facilities, and some patients reported having trouble filling prescriptions.

Cybersecurity expert Gary Miliefsky said health care providers have a lot of data that bad actors online can go after.

"It's worth more to break into a health care provider than, say, an e-commerce provider, because personal records for e-commerce might have your credit card, but medical records go for 10 times the amount on the dark web – medical records, medication lists, allergy test results," Miliefsky said.

Covenant said patients with questions should contact their provider's office. The company said it will work to keep patients and the public updated.
