CONCORD, NH — Dozens of volunteers worked to pick up trash during Saturday’s “opportunity corridor” cleanup effort in Concord.
The initiative was put together by Jeff Foote, a first-term Concord city councilor for Ward 10, after looking at the side of the Interstate 93 highway on his commute to work in Bedford and realizing that not only did the areas need to be cleaned up, but it was a bad look for the city.
The cleanup was not easy. One person, who primarily worked in the area between Exit 13 and The Common Man, called the process “brutal.”
Foote was pleased with the outcome of the effort — more than 150 bags of trash were picked up between Exit 13 and Exit 15 by the volunteers in about 90 minutes.
“It was a very nice effort by many people,” Foote said. “We made great progress towards a monumental effort and there’s a consensus by many who attended that we need to do this more regularly.”

Foote said four other city councilors also helped out: Michele Horne, who represents Ward 2, Jennifer Kretovic of Ward 3, Ward 5 City Councilor Stacey Brown, and Jim Schlosser, who represents Ward 7.
“Hopefully,” he said, “the people who frequent Exits 15 and 13 will appreciate what volunteers did on Saturday.”
Deputy Chiefs Barrett Moulton and Steven Smagula were very instrumental in the effort as well, Foote said. Police ensured no sharp objects or needles were in the areas volunteers were cleaning.

Since 2003, Chip Chesley has overseen the General Services Department of approximately 130 employees across six divisions.

The City of Concord announces the retirement of Earle “Chip” Chesley, Director of Concord General Services since 2003.
Over the last 22 years, Chesley has overseen the city's infrastructure and essential public works services, leading a department of approximately 130 employees across six divisions: Administration, Highway & Utilities, Public Properties, Water Treatment, Wastewater Treatment, and Equipment Services.
A licensed Professional Engineer (PE), Chesley holds a Bachelor of Science in Civil Engineering from Lehigh University and a Master of Engineering in Civil and Environmental Engineering from the University of Delaware.
His leadership involved managing the maintenance of city roadways and underground water distribution and sanitary sewer collection systems, supervising operations of water and wastewater treatment facilities, directing in the maintenance of the city's fleet and public properties, ensuring proper public administration of water/sewer utilities and trash services, and oversight of management for Douglas N. Everett Arena.
Chesley collaborated across City departments and with the City Council to develop budgets, establish policies, and achieve goals and objectives to enhance City infrastructure and operations.

Reflecting on his career, Chesley expressed his favorite things about the job were, “The incredible, yet humble individuals here at [General Services], the Concord community and its commitment to excel, variety of challenges that constantly change, and working within a supportive environment within City government.”
Chesley shared that he is ready for retirement, and when asked what he looks forward to, said, “Having the time for fun with family and friends.” The accomplishment he is most proud of, he stated, “[The] General Services team that remains while I'm off to my next adventures.”
Chesley’s last day will be Wednesday, April 30, 2025.
The City of Concord extends its deepest gratitude to Chip Chesley for his dedicated commitment and service. His contributions have supported the department’s mission to enhance the community’s quality of life with public health and safety as the top priority. He will be greatly missed within the organization and community.
